Malta Invests €32.4 Million in Major Upgrade of Cumnija Wastewater Treatment Plant
Malta has taken a major step toward strengthening its long-term water security and environmental sustainability with the award of a landmark infrastructure contract to AQUANOVA JV. The project, led by the Water Services Corporation (WSC), will deliver a comprehensive upgrade of the Cumnija Wastewater Treatment Plant, one of the country’s key water infrastructure assets.
The contract award notice for tender WSC/T/140/2024 was published on 30 January 2026, following the official signing on 29 January 2026. With an estimated value of €32.4 million, the project represents one of the most significant wastewater and water reclamation investments in Malta’s recent procurement news.
Strengthening Malta’s Water Infrastructure
As a small island nation with limited natural freshwater resources, Malta faces ongoing challenges in managing water supply, wastewater treatment, and climate resilience. This government contract reflects the country’s commitment to modernizing its infrastructure to meet future demand while reducing environmental impact.
The Cumnija upgrade project is designed to ensure effective and efficient wastewater treatment capacity through at least 2040, providing long-term resilience for households, businesses, and the tourism sector.
Scope of the Awarded Tender
The project will be delivered under FIDIC contract conditions, covering the design, build, supply, installation, testing, and commissioning of upgraded treatment facilities. The works are structured into two major phases that combine wastewater treatment expansion with water reuse innovation.
Phase A - Construction of a New Wastewater Treatment Plant
The first phase will focus on building modern treatment infrastructure capable of handling increased wastewater volumes and improving system reliability. Key works include:
Advanced treatment technology installation
Hydraulic and process resilience upgrades
Improved operational efficiency and reliability
Expanded capacity to meet future demand
Phase B - Development of a New Water Reclamation Plant
The second phase will introduce advanced water reuse systems designed to maximize resource efficiency. This stage includes:
Construction of a water reclamation facility
Installation of water recycling and reuse technologies
Support for sustainable irrigation and industrial reuse
Reduction of pressure on freshwater resources
Environmental and Economic Impact
The project plays a crucial role in Malta’s broader sustainability and climate adaptation strategy. By expanding wastewater treatment and water reuse capacity, the investment will:
Reduce environmental pollution and marine impact
Improve water reuse for agriculture and industry
Support Malta’s circular water economy goals
Strengthen resilience against drought and climate change
The project is also expected to create economic benefits through job creation, engineering services, and local supply chain opportunities.
About the Winning Contractor
