Using low-emission vehicles, South Lease Limited secures a €11.2 million contract for Malta's non-emergency health transport service.

In a significant move towards patient mobility that is cleaner and easier to access, the Government of Malta awarded South Lease Limited a €11.17 million contract to run the Ministry of Health's non-emergency transport service. As part of Malta's continuous efforts to modernise healthcare logistics and lower carbon emissions in the public transport sector, the agreement, which was reached on August 12, 2025, requires the use of low-emission vehicles.

The award was made following an open, competitive process that was supervised by the Department of Contracts in compliance with Directive 2014/24/EU. It was published on September 23, 2025, in the Official Journal of the European Union (OJ S 182/2025). Six bids were received for the CT2007/2021 tender, and South Lease Limited was the successful bidder since it made the lowest allowable offer.

The €11,167,104 (VAT excluded) contract intends to improve the sustainability, quality, and dependability of Malta's non-emergency patient transport system, which offers free services to senior citizens 61 years of age and older who attend Mater Dei Hospital outpatient clinics.

Project Scope and Improvements to Services:
In accordance with the new contract, South Lease Limited will provide a full range of transport services for patients who are ambulatory, wheelchair-bound, or on stretchers. Additionally, one accompanying relative per trip will be provided at no additional cost. The service is essential to guaranteeing fair access to healthcare, especially for Malta's ageing population and those with mobility impairments.

A central element of the tender was the introduction of low-emission vehicles, underscoring the Ministry’s commitment to sustainable public service delivery. This requirement supports Malta’s Low Carbon Development Strategy and National Transport Strategy 2050, both of which prioritize greener mobility solutions and cleaner fleets across government operations.

The Ministry for Health is lowering air pollution and fuel consumption linked to conventional diesel-powered vehicles while simultaneously increasing patient comfort and timeliness by incorporating eco-friendly vehicles into the service fleet.

The Successful Bidder:
South Lease Limited, based in Bulebel, Żejtun, is a leading Maltese operator specializing in vehicle leasing, transport logistics, and fleet management. The company is known for its ability to maintain large fleets with an emphasis on operational efficiency and environmental compliance, and it has managed a number of government mobility contracts in the past.

Its proficiency in green transport and fleet electrification puts it in a strong position to assist Malta's transition to sustainable healthcare logistics, guaranteeing that patients receive trustworthy and ecologically conscious transport services.

Impact on the Economy and Society:
The non-emergency transport programme is essential for getting patients to medical facilities, especially those who live in remote areas or have limited mobility. In addition to its environmental advantages, the extended contract is anticipated to improve service coordination, expedite scheduling, and improve the user experience for both patients and carers.

Additionally, the contract promotes local economic activity because South Lease Limited's operations rely on Maltese workers, auto suppliers, and maintenance providers. In addition to creating jobs, this local involvement advances the island's larger objective of creating a sustainable transportation ecosystem.

The initial €12.8 million procurement process shows Malta's dedication to open, competitive bidding in the provision of public services. The project is covered by the Government Procurement Agreement (GPA), which guarantees adherence to international procurement standards even though it is not funded by EU funds.
